Can police officers still pull you over If no police officers saw you commit a crime.

I had about 30 weed seeds on me and the police did not know I had the seeds. I think I was on the server for about 20-30 minutes so I am positive that I did not commit any crime in front of the police. I had weed seeds can they still pull me over me for possession of weed seeds despite them not seeing me commit a crime?

Yes, any officer can pull you over even if you didn't create a crime. Often you might fit the description of another criminal who may have ran, or robbed a bank.
