I wouldn’t use ar-15s in a cop shootout when they have M4s etc. The gun itself is quite bad.

It's not just the AR-15, it's every weapon, the game is old. For me it happens really rarely, but when it does I do get frustrated myself .

Exactly, every gun in the game you can be aiming straight down sights at there head and the bullet can sometimes hit there feet, gmod is a old game (14yrs old) and it’s really just luck in shootouts, this cannot be fixed by the monolith developers/staff but it can be by the creators of gmod.
