1-6. It is an offense to operate a vehicle without possessing the relevant, valid
license required to operate it.

Keyword there is Operate.
Officers should only write a ticket when they actually witness an UNLICESED DRIVER OPERATING THE VEHICLE.
You can run cars through you computer, yes, but if the vehicle is unoccupied u can't give ticket and warn them and say they need to renew their license.

Monolith State Law dictates it is only an offence when the driver is operating the vehicle without a valid license, Brandon in your video is never seen operating the vehicle without a valid license. You just assumed it was him driving when it could have been a licensed friend of his, you Austin, failed to carry out your duty and investigate the matter.

You cannot ticket someone for having an expired license if you don't actually make contact and try to find out if the owner was ever operating it.

The ANPR system dictates that the Owner of the Vehicle does not have a valid license, the ANPR system does not read over Expired License Plates. These two are commonly misconstrued as the same thing, but they're generously different.

To play this out, the ANPR system's Expired Notice only works when you can physically see the driver driving the vehicle, which is known as Operation. If their friends were allowed to take possession and their license is expired, then you'd issue a ticket to the friend if they're seen operating. You may never actually just ticket a car for such an item as you don't know who the operator is. Although you are allowed to do a stakeout and wait for them to be seen moving the vehicle to which you can start a traffic stop to apply a ticket for such.

2. Law Enforcement may only be harmed if they are a direct threat to you. Passing by officers and deputies, such as those obeying NLR, may not be harmed unless they initiate on you.

I am the owner of the Red Shelby omni I wasn't even driving. At that moment of time My friend with driving so a valid driving license was driving the car so this ticket is not valid at that time of the ticked and the car was not even operated it was parked.

@PhaseBootz shouldn't have given you a ticket simply because the vehicle wasn't even in motion, as very well said from the previous replies, anybody could have been driving the vehicle.
