this is a guide on fixing black bars covering texts on menus, console, items,
it would look like this

To fix this, You need to go to your settings>video>change the resolution to the lowest your monitor can handle,
Then change it back to the original resolution Then it should be fixed



NOTE: only use this method, When you currently have the issue
