When did the situation occur?: So we were driving around and we got pulled over by this cop we went to kidnap him he pulled out a gun a we killed him------Next we were stuck near the bank and he showed up got of and broke nlr by aiming at up and telling up to get out for no reason at all. i am not good a making reports

The evidence provided in the report shows that your friend was getting pulled over, which resulted in a shootout and moreover @outcast dying. According to logs, approximately 30 minutes later you got into another shootout with him, which you claim is breaking NLR. The evidence doesn't provide enough conclusive evidence to claim he is breaking NLR. There could have been a situation in between the span of 30 minutes, therefore this player report will be denied.
