Although police guns don't break, there is a constant need to refill on ammo unless the ofifcer brings their own (which most of the time they don't)

But that stills being the same situation a criminal/civilian encounters.. and even this, the PD still has an advantage because they have an unlimited ammo stock, while a raid-defending party does not.
