Upon review and statement from @Jamal Hisin, you do indeed access your inventory upon his approach. This could be equated to "reaching" IE: When an officer is confronting a subject, he reaches and pulls a weapon. During the recent PD trainings we had, this was actually a topic covered and explained. Reaching (going in to your inventory) is not a CODE RED offense, however law enforcement can take immediate steps into safely neutralizing you (Tazer, Baton). No rules were broken here.
