After reviewing the video and logs, I found the reported player (Van Gogh) to have broken the following rules:

Fail Driving - There was no reason to plow into the mechanics shop that fast, along with hitting your car that was already in there.

VDM - As a result of him hitting your car, which hit you, this caused you to be dying, and then deceased.

FailRP - He did not make any effort to try and stabilize and bring you to the hospital to revive you.

As a result of this, Van Gogh will be issued one warning point for FailRP and a 1 Day Vehicle Blacklist.
