After reviewing the provided evidence, I found the accused player (Black Dynamite) to have violated the following rules:

FailRP - He attempted to rob you in front of the bank which is not realistic as there is heavy foot traffic.

I did not find him to VDM'ing as it shows that he apologized to you and did not mean to do it.

As a result, Black Dynamite will receive a verbal warning.
