After attempting to review the video, I can not find a player in either our logs or on SteamIO with the ID given. If you can not provide me with the correct steam ID, I can not continue with this player report. Also, to answer your question, I would not as there is no evidence here of the mayor breaking a rule.

Upon further review as well as speaking to aqua, I will be DENYING the report on these grounds below:
1. When you flipped around and started driving back, even though you might not have seen him, it did appear and could be taken that you were driving right towards him to hit him with your car.
