This is a discussion which might lead to a suggestion, however I want community feedback before I consider making a suggestion post. I'm not here to report anymore so no names will be listed.

I've noticed whilst playing as LEO, people start shootouts randomly, and or escalate a situation to purposely try and get the LEO to shoot in order to initiate a shootout. Another thing that happens a lot is people starting a shootout, then later their "friends" come and join in starting a huge chaotic shootout. I put "friends" in quotations because, their "friends" often consist of people who aren't even in their org and they've never interacted in any significant way. Sometimes their "friends" just consist of random newbies looking to get in the action. Another thing that happens is people picking up items off of dead bodies whilst an LEO is present in the area, and or the shootout/ dangerous situation is still going on.

I feel like the fear of PD should be enforced more strictly, it's gotten to the point were people don't even want to role-play a simple traffic stop without pulling some bullshit reason just to start a shootout.

Has this happened to you guys before?
Have you noticed an increase in these situations?

I'm not saying this hasn't always happened on Monolith. I'm saying that I have noticed a great increase in these actions happening.

I mean that first part just sounds like cop baiting to an extent, but i definitely see merit in discussing the latter parts

Yea that too happens a lot. The same people over and over again committing major crimes, and cop baiting right after they respawn. They do this ALL day, because they already have like 100 M4's and 5 million in their bank, they have nothing better to do. I'm not saying that ONLY the wealthy players take part in this, however I notice it's mainly players who are wealthy, because they have nothing to lose.

Some people are just like that. Not much you can do there, but the best you can do is record gameplay ( or have any method to capture video etc ), get enough evidence of them trying to get your attention by breaking laws or being problematic and then report them on the forums for cop baiting

It's been happening for over 3 years now, it probably won't ever change, people always find a loophole to start a TDM.

Everyone needs a valid RP reason to kill, not being involved in the situation (not in the same org or frequency or their life is in danger for example) and killing players is against the rules

You mentioned shootouts, but another rule to keep in mind is counter raiding as it gets broken a lot and protects cops from random people joining a raid
Counter raids can only be performed on player owned buildings. You may not counter raid a government building or a player owned building which is currently being raided by police at the time. Law Enforcement is exempt from this entire rule.

Shouldn't get involved if you're not involved.

The biggest thing you have to realize here is you can't expect so much out of an unwhitelisted server. People are gonna play how they want to play. You just can't force people to play the way you want them to. That's all there is to it.

It isn’t that it’s not whitelisted it’s the way the rules are designed and the player base is formed.

I Would have org members getting shot at and I would counter the shootout and get in trouble But they don't define what countering police raid is in the rule they just say Don't counter police raid like in my opion casino is a shootout but they consideier it a policer raid

Cop baiting is a big issue in the server and is hard to get rid of. The only way I think it would be possible to get rid of is if players and staff work together. Let me explain what I mean. If you suspect a player will run from a traffic stop for no reason, have a gun out for no reason, or just does anything illegal to get police attention pm a staff member to spectate (if they aren't busy).
If the player does copbait he would be punished. I personally don't tolerste copbait and punish people severely for it. This is my thoughts of the situation. Please comment of what you think of my opinion and give feedback.

I've done this before for randoms. it's not copbaiting and it's super epic when you help some rando get out of cuffs. It's criminal RP and I attempt to gain friends while doing this, removing the ability to help random people from being arrested while in cars would take away from the RP experience. Jack Marly a long time player now and regular to mono met me from me saving him from the cops with /me opens door and I know him just from that. If you are getting random people to pick up suspects however who don't do /me opens door then that it a rulebreak and you should ask a staff if they did it just to be sure.
