You get more wet if you walk.

The amount of rain that hits your front is determined by distance so that will stay the same as the distance is constant. The only difference between running and walking is how quickly you travel the distance and therefore how quickly you get hit by all those water drops.

However the rain that lands on your head is a variable that is directly related to time, the longer you spend in the rain the more that lands on your head, the more wet you become.
