Any time you deposit or withdraw a large amount of money from an ATM, or otherwise acquire a large amount of money, a pop-up appears saying "You have to declare your earnings." What is this supposed to mean? Is it valid? If you get a large amount of money and this pops up, do you have to say you got a large amount of money in help/report chat or something?

No, you're automatically taxed for withdrawing a large amount of money. Nothing you need to do.
