Your evidence to support your claim: I wrote out my explanation in the description. I'll copy it here too. It's sort of long but I'd appreciate it if you read it all.
This clip begins after Asst. King finishes his traffic stop with us. The stop reason was valid, we spun out and hit a pole pretty hard and he said reckless driving. During the stop, he put spikes under our car so we couldn't drive away.
After the stop, Asst. King tried to pick up his spikes, but a bug prevented him. Ik he didn't leave them on purpose, but the spikes are an important note because they are sort of what started the main confrontation.
Near 0:40, the passenger(lil catles) says 'Ill be reporting any damages to the mayor' and Asst. King responds 'I don't care'. Ik this could be seen as King_ Vise RPing as a corrupt cop, but judging from the context and his voice in this situation, I'd say it's NITRP.
(2:35) After, we start sliding are way back to mechanics, and we pass Asst. King who is stopped on the side. The passenger insulted Asst. King about the last traffic stop on our way by. Ik it's not wise to insult an officer but in this situation it was a critique of his performance and ultimately, it's not illegal. What is illegal is Asst. King's response to this 'insult'. He turned on his lights and siren right away and got close behind us, most likely to pull us over again.
I wrote most likely though, because seemingly after Asst. King heard me say "this guy has nothing better to do", he shut off his lights and drove off.
From then to 4:41, the passenger and I talked worst case scenario about the stop, refueled the car, and parked it to go walk and buy a tire kit. I thought that was the end of it and wasn't expecting to see Asst. King again so soon.
At 4:41, the main confrontation occurs that led to me and lil catles's(passenger) arrests and this report.
Lil catles and I were running along the sidewalk towards metro to go buy tires from the mechanic because our last stop with Asst. King resulted with all our current tires popped. While running, Asst. King pulls up on the curb beside us in an unmarked vehicle and says somewhat aggressively "Where you running to so fast..? For what?"
I replied "Mechanics. To fix the tires you popped". Ik he didn't leave the spikes out on purpose, it was just fitting to say that because he was the one who caused us to be running in the first place. My comment caused petty insults and I quickly sensed pointless squabbling, so I turned and kept moving to metro, attempting to move on.
Asst. King, who seemingly felt unsatisfied by it all, cut us off at the crosswalk to metro and accused us of 'J-Walking'. Which is just ridiculous, I was on the sidewalk the entire time, and lil catles took a literal two steps from the sidewalk to be closer to Asst. King's vehicle window, which was stopped in the middle of the road committing an actual crime of impeding traffic. Asst. King detains both of us for J-Walking, even though I never left the sidewalk at all.
At this point, it was 7am for me and I was extremely frustrated by the whole thing, so please excuse my comment towards Asst. King after he detains us. When the Mayor's limo drove by, I instinctively walked forward to get into earshot and call for help into the matter. Asst. King used me coming off the wall as cause for arrest.
I shouldn't of been detained to begin with, anyways he arrests both of us for not following his direct order to the tee like he thinks he's in nazi germany or something.
The clip ends when I got put into the car because that's when I pressed my shadowplay button. I believe it's clear from the video that Asst. King was most likely bored and wanted to abuse power. He really did have "nothing else better to do".
