Title: Add designated parking by fishing dock

I have had a few times where I was fishing and having my car parked by the dock has resulted in my vehicle getting ticketed by law enforcement. I think it would be useful to have a designated area near/around the fishing dock where parking is defined as legal.

You could argue just simply storing the car but for Roleplay purposes I think there should be designated parking, generally PD leaves it alone but if it isn't a huge pain to implement I think this could definitely be added

This map isn't going to remain for much longer. Once you arrive at the docs you can store your car to avoid any issues with a car being on a beach.
