Any Idea where the drug dealers are?

I've spent the past 3 hours looking around the map for the drug dealer locations, the only one I know is the pharmacist location but it switched between a couple spawns every couple of hours. The staff has been no help at all, telling me to find everything in character. (which I've tried for hours) If anyone has a map of where the locations are that'd help a lot. because right now my roleplay experience is stunted by not knowing the locations.

This is the one I'm aware of, But half the time the npc isn't there.

See i couldnt find it either so I asked in help and they were all like ask ic, I asked no one knew.
