Can confirm everything listed above. Raiders boosted onto the roof, killing many occupants. This sparked a counter-raid in which the counter-raiders also went onto the roof to obtain gear from the fallen raiders. The PD then showed up. The entire situation was voided due to the unfair kills on the occupants the raiders got.
