I was going to jump off of city hall when a cop snuck up behind and tased me...he didn't handcuff me, before he could i jumped off and I died...I was told even before i did that i could do retry in console and respawn quicker. The cop never arrested me and I got banned for LTAA?

You can not appeal automatic bans unless they are anti-exploit bans. Not sure who told you to rejoin the server when you are dead to respawn quicker but for obvious reasons that is not allowed. You should probably read some of the rules considering you did not know that leaving whilst in RP will result in a punishment.
