Ok so The willie wanka wasnt a fresh spawn he had weed growing stuff things on him.I also saw him at the weed dealer which is true and he the photo evidence dosent show the side of the story what he told me im also reporting the same willie wanka .There was no made up story i said the full truth of what happened i was confident i wasnt doing anything wrong so i told him hes still wanted I didnt do anything wrong before the unexpected crash I was walking to him TO ARREST Him Then CRASH.

You can not assume someone is growing weed or doing any other illegal activity just for talking with the weed dealer or any other NPC. You were simply using OOC knowledge in character.
