Can I get a refund for my mac 10 and be unbaned

I was going to l1 bank to sell a mac 10 and a few police officers have took me and shot me, for no reason, I made a ticket but I didnt get a response, I also wasnt able to die since I was in watter and I was going throught a endless loop where I would either be disoriented or dying. Can i be refunded and unbaned
