Can't get "Record Voice" to work

I bought a radio controller, and I saw that it had a record voice feature, so I thor I would make a news station. But the problem is that I've had ppl help me test it including @nooodle the mod. I want to be a news station, why won't it work?

It's been broken ever since it had been added and if it's ever fixed it won't be for a long time since I would think it wouldn't be a high priority
