After reviewing the provided evidence I found both players to have broken a rule:

JohnConner235: Breaking Fear RP - Did respond to the commands that were being given to him while he was under Fear RP

[LFG]Jeffreyhughes2016: Fail RP - Finishing off downed suspects is not realistic as all, despite having done that

As a result both players will be issued one warning point for their respective rule breaks.
