The user, Vito Corleone (Easilytilted) (STEAM_0:0:60209818) is confirmed to have equipped the Mac-11 as the Mayor, it doesn't appear as though he ever used it on anyone though. He also said he forgot he applied and his job changed out in the middle of nowhere, which is sorta confirmed based on his dead body being on the highway as well as being a victim of a car. However that changes nothing as he is confirmed to have known he was a mayor based on requests for Secret Service positions, BEFORE he equipped the Mac-11 which he then kept equipped for over 7 minutes.

Rule 5.3.5: As the mayor, you may not carry any illegal weaponry. You are allowed to own a handgun. You are only allowed to carry it and use it if you are in danger.

This rule was clearly violated and he will be blacklisted from Mayor for 3 days.
