Description of Suggestion:
As the title states, by this suggestion i would like to touch on the subject of Darkweb timers.
as of right now the "Entry level" dark web contract got changed to a 1 Hour cooldown.
Personally i do understand the change from its initial 15 Minute with channel towers being able to give you up to 50k+ at a time but i think making it a 1 Hour cooldown might be a little excessive.
My personal suggestion is to find a good middle ground, make the Entry level cooldown 30 Minutes and the intermediate back to its 2 Hour cooldown

I definitely agree with this take. Hour time limit feels a little to restrictive and this would open up more chances for interactive scenarios for people.

Understandable that the system is still being reworked but comparing the 1 hour cooldown to the previous 15min I saw more player and police activity on the server during the 15min. 30min is a good middle ground which would create more pvp encounters and having police on also allows players to do jewelry and cargo. Wouldn't be against raising the timer again after a contract rework comes out if it needs to be raised.

If this was to be changed, either back to original or to 30 minutes, a counter change would need to be done.
Considering the entry level does not require police (previously required 2) the entry level contract was able to be farmed throughout the day with little to no risk and decent payouts / items.

The change to 30 minutes will be considered, in term we will look to increase house alarm spawn chance for the chance that if players are online they can counter so it does not become a "guarantee" free loot everytime.

Increasing the chance of house alarms sounds like a reasonable tradeoff, this i no way shape or form is meant for a way to have a guarantee of free loot, just the drastic increase in time kind makes it not worth it "farming"
Also the point that @Coffii made effects this aswell

More better.
Change the locations of ALL the difficulties.
Allow higher and lowest rewards from the contracts difficulty. Easy = easy money | Deathwish = the most useless stuff EVER. Allow probs to get exotic things!
