I’m having trouble downloading the riotshield shield_gripbump it keeps freezing

Start with the obvious y verifying your Game through Steam.
Secondly, re-subscribe to all of the server content here: Server Content
Make sure your game is closed whilst downloading.
Thirdly, make sure you have CSS Textures, videos can be found on YouTube.
