From the looks of it @rxsm In your video you were NOT actively aiming at the driver-side window with your gun at the time before he started to flee already. Indicating that he wouldn't have been under fearRP.

After reviewing the evidence I have come to the following conclusion:

The reported player wasn't under FearRP at the time of his decision to flee from the scene so therefor did not break any rules
