False KOS during raid PR

Request Reason: shot without reason or any requests to put my hands up or stop running after running out of a raid, also no substantial proof to prove i was the one who was inside the base anyway.

Your evidence to support your claim:

1. Killing during raids should be carried out sensibly. If there is a legitimate threat on the property of which you are raiding, it is reasonable to enter with the intent to kill. For example, if anyone at the targeted property has a weapon equipped, the base as a whole constitutes a legitimate threat, and you may kill everyone that has not visibly surrendered inside it.

Either way I had good IC reason to kill you as you were running away from your own base (possibly to equip, call police or otherwise get backup) you were well out of my voice range and as for the "no substantial proof to prove i was the one who was inside the base anyway" I legit saw you from a fence running like a scared dog to town hall? Door was open as-well which gave me plenty reason to see that he was indeed the guy I was raiding.
- Was indeed in fault for straight up shooting you but in the situation and under the circumstances I deemed it necessary.

1) yeah however i couldve just been a regular person running away from gunfire/house alarms, how do you know i didnt go to the right or left?
2) seeing a random person running away from an active raid is not enough proof to kos on sight, you couldve attempted to tell me to put my hands up
3) until I equip, or call you out, you cannot just kos me off the ability to do so

The mere act of escaping is not sufficient reason to kill (especially when you can only mostly identify the target-as Huncho has said he could have gone to the left or right and that could have been a random civ). You should have claimed the loot present within the base, and if anything maybe chased down the occupant and tried to get it off them with threats first, but resorting to shooting immediately is no good. (Also the defense of trying to avoid them calling the police falls apart a bit when you run out into the middle of town hall shooting people with a class 3 right outside of PD, but thats just a side note.)
