Friend Can't see textures

I'm trying to get a friend to start playing the server with me but we have run into a problem. When he loads in he can only basic things like cars, benches, money drops, potted plants. He can also see the coffee machines and drink coolers in the gas station. He cannot see the buildings, they are invisible, the streets are checkerboard, he cannot see the parking meters. Any help is greatly appreciated. He has CSS textures and the !content pack from ingame.

uninstall gmod > delete gmod folder > download gmod > validate CSS > download content and make shure CSS is mounted in the gmod menu > try joining the server
