I allow citizens to file formal complaints on officers at any time, but my priority is the safety of citizens. Sometimes keeping everybody safe will result in officers reacting poorly in stressful situations, and I am forgiving when it comes to those situations. If an officer is truly acting malicious, then only the Gods can judge him, that is out of my control.
