how is this copbaiting? i didnt want to get a ticket from you pulling me over when i was parking at bank so i ran from you, you then saw us coming out of casino so you run towards us with your gun out so we shoot you.

Idk why this is copbaiting, he clearly fled because his license was expired and had the intention of getting away. If you really thought it was copbaiting you would've just made a staff ticket and stopped engaging them all together.

The only reason you made this report is cause you got killed instead of catching him.

In my honest opinion this would not be classified as cop bating, as he did nothing other than run from you. I could see if he pulled a weapon out and shot the floor or something, but he simply stayed in his car and left when you approached the window.

After reviewing the evidence I do not believe that any rules were broken. Fleeing from cops is not considered cop baiting. They did not intentionally start the shootout in casino as seen in the video he tried to leave but you blocked him in leaving him no choice but the engage.
