Heisen, after I shot his car while he was a civilian, became an officer and went up to Channel Towers, batonned me, and then shot me to death and dropped my body off the balcony. This happened when no staff were online.

Heisen Burg hasn't been following the rules lately, here's his recent punishments from forum reports alone:
-Banned for a week for inciting drama just last night.
-Banned for 2 days a week ago for cop baiting and FailRP.
-2 weeks ago he was blacklisted from all police for corruption on the job.
