Rule 2.2.9 You may not shoot or harm Law Enforcement Officers, in order to help other players, unless they are in the same party, organization or radio frequency as you.

You were not on the same freq as him, org or party as the guy helping so he could not assist you which i told him when i dragged him up. The rulebreak was why i intervened in order to keep proper rp.
