With these types of questions your better off keeping it within Roleplay by asking other players as this brings more roleplay.
If you are really struggling then you can use !help to ask questions relating to this, I can't say why all three of your !help requests were not responded to however I'll attempt to broadly describe where you can purchase lockpicks.
On the mono-map there will be a "Weed Leaf" symbol, near a Bridge and road that leads up to layer 2.
Drive to that location and cross over the Bridge.
On your left there will be a Tunnel where the train goes.
On the other side of that tunnel is the NPC that sells lockpicks and other items used for many crimes.
