What happened: logged on got my refund and server crashed and I lost all my player levels and police levels you can even see in the video

How much do you need refunded: I had 68 levels but can only find photos of 65 and all my police levels are gone as you can see in photo I'm police level 99

I logged in got my refund the server crashed I logged back on and I'm back at level 2.

I'm not sure, I'd say just let your refund in the NPC unless you can pick it up asap without server crashing. The server is quite unstable for now. Im gonna go ahead and put the refund ready for you now.
