Title: Make Gun Licenses a Blacklist Rather Than Whitelist. The current system requires you to submit a gun license and have it approved by the mayor. It's very annoying for a lot of people because sometimes there is no mayor, or the mayor is inactive, or they just outright decline all gun licenses. It would be better if by default anyone who applied for a gun license automatically received one, but the mayor could revoke it at any time for people who abuse it. This would eliminate the need to wait around for gun sales or carrying a weapon just because there's no mayor.
