In this case you're report is absolute valid

As casino is a green zone, people shouldn't be harming people inside the casino aswell as its a public area IRL would be crowded with alot of people, so it shouldn't be a place to mug someone, and the failrp from his side using "F2" instead of "hands up" and he never refered to the "man at the slots" either, he could of been talking to anyone.

Ofcourse we can have the mugger his opinion and someone of report management will bring the verdict.

It seems like the person you reported did in fact break a rule. If he had known, the rule states...

• You may not mug or kidnap in (crowded) public places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas.

Since it is clear that he broke a rule, he will be banned for 1 day and you will be refunded a 1 Makarov.
