He was not there at the beginning of the police raid, a couple of minutes later I noticed his car snooping around driving up and back the street, eventualy leading to him getting out of his car and killing me and other officers

Alright so, I have spoken to the accused regarding this situation, we have come to an agreement of a 1 day ban for the following rule being broken:

1. Counter raids can be performed on player owned buildings. You may not counter raid a government building or a player owned building which is being raided by police at the time. Police are exempt from this rule.
