Thank you for the report, this report is ACCEPTED. The reported player will receive the following punishment:

• Verbal Warning in game and an explanation of how he should give you more time to react to his commands. Fortunately he saw you putting your hands up and rather than just kill you, he decided to stop shooting.

Also for the spot where he mugged you. I believe that in that situation it was a valid place to mug you due to it being not crowded and not near any NPCs at the time. If there were other people around the suburbs, cinema or premium box then it would be an invalid place to mug you.
