Sorry Audio messed up with video, before this his car was parked illegally at Town Hall which i gave him a ticket for, he tried to lure me away from Town hall saying there was an abandoned car or the highway and i should follow him, he lured me to the cafe and told me to get out so we can talk inside. He parked his car on the yellow line next to the cafe so i hooked his car and drove to the impound, he told me he was a "detective" though he was not in the police computer and when i got to the impound he was there and the video starts.
