The main reason as to why I am creating this report is because I want to clear up my actions that I am sort of mixed on. Part of me believes that my actions were justified while the other part of me believes this was not justified.
When did the situation occur?: 4:47PM EST Approx.

So in this video, it begins with me pulling over the individual because they were reckless driving and was hitting and damaging other vehicles while a police investigation was in progress.
I start off with requesting the person shut off the engine (as was pointed out by Rommel a veeeerry long time ago back when they did the police training and I do this for every single stop that I am in and it is awesome in the case that they attempt to flee).
The person questions why, which I ignore, but he follows up with leaving his vehicle which I also learned from watching police videos and from general experience in mono is a direct threat to the officer and I always request that they get back into their vehicle however this situation was a little special. Here, the person is potentially armed as they have a gun belt and they are also on the radio evidence by the beep I heard earlier on which I take as a greater sign of a threat than normally and I decide that after a second or two when he starts to try and walk away that this isn't going to end well and decide the best option was to tell them to put their hands up as at this point which was justified however the individual continues to walk despite having a firearm and not only that he is still talking on the radio.
Once he runs up to the door I know that this is a serious issue and he then calls out that "I am outside your building" and proceeds to try and run in. I really do not want to take out my taser for two reasons,
1: I am a solo officer in a location that is not exactly public,
2: The individual is potentially armed and dangerous on top of the fact that they just called on whoever was on the other end of the radio that they were outside their base.
The thing that immediately triggered a response was when he turned around at point-blank and my adrenaline and reaction popped off and I just fired a round out of sheer fear of a potential firearm (I've had many people just pull guns on me and especially being alone my heart was pumping). I fired off a couple more rounds until on radio I heard that I shouldn't have shot him, and anyone who knows me knows that I take breaking the rules very seriously and I felt extremely bad and I always doubt myself so I stopped which allowed for him to get away and inevitably I think he or his friend killed another officer who responded to the shots.
Now for the part that I believe I wasn't justified was that he didn't actually take out a firearm or even a weapon for the matter. As far as I've known monolith has always operated on the basis that unless they have a weapon out or if they killed someone it was RDM but from the handbook as well as the rules state that if my life or the lives of others are in danger it is justified and in this situation I believe that my life was in danger and in the end I was right when I was killed as well as a fellow officer. (BTW, never killed the guy but did fire)
I really need a staff member's opinion on the matter and I am willing to take points or a ban as long as I can learn from my mistake.
