Request Reason: The player mugged me near NPC, as well as next to government building (Falcon Creek Bank), and next to a very popular road in broad daylight. The video explains it all.

This may not be in front of an NPC and/or governmental buildings such as the Police Department, Sheriff's Department, Hospital, Fire Department, City Hall, and the Bank.
