When I was buying stuff to make LSD off the contraband dealer 2 people came and mugged me. I was told by @Aziel that the place I was robbed in was a high traffic area and they were not allowed to rob me there. Also it was very close to a NPC. Another thing was that I don't think that they gave me a proper amount of time to put my hands up as as soon as they finished saying "Hands up" for the first time they only gave less than 4 seconds then killed me.
