@Lil Pat made a report ingame about this very incident. he showed me the video and i concluded that it was excessive faildriving and RDM, i originally tought about a driving and police blacklist in game but as the reported wasnt ingame anymore i reffred mr. beters to the player reports

Do not kill without a reasonable in-character roleplay reason. This is considered Random Deathmatch (RDM).

Vehicle Deathmatch (VDM) is not allowed without proper reasoning. For example, you may use your vehicle as a weapon if your life is in immediate danger.

Additionally, I do believe the video shows he did this on purpose and that is why he will be banned for 1 day.
