I was the one getting arrested and if you showed longer video you would see I did the exact same thing to every cp that walked into there lol dont try to twist it just because you didn't get your way. I went afk to check the rules to see if ammo actually was illegal because i wasnt about to drop a whole 3 stacks of ammo

After a thorough review of this report I have made the following observations:

SUMMARY
Given that this occurred during the HL2 RP event, we will need to refer to the HL2 RP ruleset, which you can find HERE. The rules for the event did not specify what was contraband and what wasn't contraband. As such, I am unconfident in determining if @Jordan Vercetti was required to drop their weapon or not. However, the clip provided does show @Ethann shooting @Jordan Vercetti for what appears to have been no reason.

VERDICTS
Based upon my observations, I have issued the following verdicts:

After examining logs, @Ethann and @Jordan Vercetti did not use the PM system to discuss anything during this timeframe and their is insufficient evidence to prove that they used any other form of third party communication.

Upon further review, according to a law in the monophone, ammo was indeed contraband and as such @Jordan Vercetti would have been required to drop it. This is not something that I would expect a player to immediately realize.

CONCLUSION
Due to the rule violations above, the following as occurred:

@Ethann has received a verbal warning for RDM.
@Jordan Vercetti has received a verbal warning for failing to comply with FearRP
