Excessively immature/toxic (I am rude back to him cause all they do is follow me around and emote and bait me for no reason. Don't really understand it...),
NLR,
Mass RDM'ing (on top of the building across from PD breaking NLR to kill us all),
False PD Raid (Had nothing to come in the PD for. Died previously so there was no weapons to retrieve or people to break out, etc.),
When I respawned in hospital, I walked to the town hall and him and his friends were outside and he came in and killed me just because. (Targeting)
None of them have any intent to roleplay. They just come on the server, antagonize and beg for attention, bait shootouts, be toxic and get off.
When did the situation occur?: Nov. 7th 8:30PM PST roughly

first off your friends have been warned not too say pablos name in game i beleive its the 10th time he has said not too say his name in game ontop of that you purposly block us in game with your car and get your security friend too break nlr too kill us but dont like when it happens back too you
you also got a 12 hour ban and ooc blacklist and tried targeting us on police

None of what I made this report about has to do with anything you said............ And jokes on you I've never been told nor do most of my friends even play anymore so that statement is useless. Not what this report is about. I have never used my car to block? What are you even talking about. And the NLR of that security guard ain't on me nor is this report about him so it is irrelevant, and also doesn't give you the golden ticket to do it back. And my 12hr ban has nothing to do with this. Useless reply. Also I do not target any of you. All of you constantly park next to me, follow me around in your cars for extended amounts of time to try and bait something out of me.

I have clear evidence that literally show and tells the complete opposite of everything you just said.

Apologies for the delayed response. Following a comprehensive review, a conclusion has been made. Given the back-and-forth negative remarks, I'm somewhat dismissing this. In the order of the arguments given, I agree that there is sufficient evidence to determine Player Targeting (1.13); Excessively immature/toxic behaviour will not be tolerated because both parties are partaking in it via chat discourse and voice chat; Evidence reveals that the reported party returned in its entirety inside the NLR downtime; Although RDM can be indicated, mass RDM cannot be implied. False PD Raid, I don't see why the claimed party would raid the police department given the NLR and timeline of events; Lack of Roleplay Intent, based on the facts, there are no apparent exchanges or communication of roleplay on the stated parties.

In conclusion, while I recognise that the server player population is low at the time, and thus there aren't many individuals to engage with, there are no clear attempts to roleplay through basic communication. Excessive comments and behaviours indicate a desire to target and harass. Following these incidents, the reported players and rule infractions, including judgment/punishment, are listed below.

1.13 (Intention to Grief, Troll or Harass)
You may not grief, troll, harass or do other things under the guise of “roleplay” with the intention of annoying other players. For example, becoming a tow driver and only towing/impounding cars of people you don’t like.

2.1.3 (Returning to Death Area: New Life Rule (‘NLR’))
You may not return to the area you died for a time span of 10 minutes (NLR). (1) You may not return to the area you died if the situation is still ongoing. (2) You are required to leave the area you died at immediately if you happen to respawn there. (3) You may not kill someone for killing you in your previous life.

2.2.8 (Killing Law Enforcement) - 2.2.1 (Killing Without Valid In-Character Reason) can be implied.
You may not kill a Law Enforcement Officer unless you have a valid roleplay reason to do so. These could include but are not limited to, visibly carrying illegal weapons or visibly performing an illegal activity. These reasons depend on the context. If police are attempting to initiate an arrest on you while you are carrying hidden illegal items in your inventory, that is a valid reason to kill them.

2.6.6 (Cop/Police Bait)
You may not ‘cop bait’ - the act of excessively provoking Law Enforcement for the sole purpose of having them chase you or incite some other reaction from them for your own mere enjoyment.
