I had a reason to arrest you, and offered you a way out. You didn't take it, so i brought you in, i was going to talk to you and then release, until you decided to threaten to demote me as a civilian, i still gave you 60 seconds, 1000fine, and you later demote me for it later.

You see in the video how randomly civilians get in involved with the arrest too? This oftens leads to my death in many situations, this is one reason why i don't play as often sometimes, because when i try to detain them for my safety, i get shot, because they think its an arrest.

This guy is Pming people in the video. Isn't that being out of character?
Also, when ever randomly civs run up to a police scene, i often get shot and killed, or they tend to pick up the body and finish them off. i feared for my safety and theirs, i feared that he was going to move the body in attempted to finished off that person. I only responded as back-up to the scene, so i do not know what lead to that person being on the ground.

I did respond to the Layer 1 bank raid after, in which i got demoted during it, i later become secret service, while the raid was going on, i got wind that the mayor was in the bank, attempted to get down there to protect the mayor, in which lead to me getting a verbal warning for participating in a bank raid as a secret service, this guy has caused a chain of bullshit for me, AND HE REPORTS ME FOR WHAT HE DID WRONG???

After further review, @KuroShukun had no valid roleplay reasoning on detaining @Walter Scott, to add on to that he further arrested you for 60 seconds for not voting for a specific person, this is unacceptable behavior and not allowed to do that as an officer.
