The rule broken:

1. Prison Guards may not leave the Sheriff's Department unless they are joined by a deputy or above and the intention is to level up via the NPC-missions.

Also, @AleksfullAce you will receive a verbal warning for breaking character. Do not instantly starting saying you will take him to the forums and stuff. If you do receive a false ticket in game there is the option to appeal it through the Lawyer app in your tablet.
