Having discussed with both Lambsauce himself and a couple of members of the Senior Administration Team, we've concluded the following:

The area in which the mugging was initiated was no issue, for it was in the middle of the countryside with no bystanders or NPCs in sight. The main road is not covered under the definition of 'Public Place' in accordance with rule 4.1.1.6. Here, 'Public Place' is defined as the following:
  • Crowded areas --- multiple uninvolved bystanders in or near the vicinity of the mugging/kidnapping.
  • Near NPCs --- Near, or in visual range of any NPCs.
  • Near or infront of government buildings -- Such as town hall, PD or Hospital.

Secondly, the engagement itself was not in violation of our rules. When he had given you an order to surrender while knowing that you have an LR visible, you ran away from him which demonstrates an attempt at resistance. This is a very dangerous resistance as well, for you had means of defence and were almost guaranteed to return fire, therefore he shot first and was within his right to do so.

Ultimately, we at the Senior Administration Team do not feel that a refund is eligible for your item in this case. For all of the above reasons, this refund request has now been marked as:

DENIED
