I can CONFIRM EVERYTHING specified in the original post was lost in the situation.

Situation

Whilst in prison, they were RDM'd in which resulted in the loss of opportunity to get their ACR back. They raided successfully and got out, so they would have it if it were there. Since it wasn't there, he called me over and I told him to make a refund request if he wanted and explained how to do so.
