There was a bank raid and cops were finishing they off so they couldn’t raid evidence locker later. @Balldrip can confirm this as well.

I can't refund you for items at hand, as you would have to raid the evidence locker to get the items if you survived. There's no way to make sure that you would have survived or died during that situation, therefore I will not be refunding you.
